Delta Water Supply Project, City of Stockton

The Largest Public Works Project in Stockton’s History

Robert Granberg served as project manager for this award-winning project and oversaw the planning, design, and construction of a new surface water treatment plant. This $160M, 30 mgd surface water treatment plant was developed under a progressive design-build delivery method.

As project manager, Robert was in charge of managing and directing the development of the progressive design-build procurement. His duties included overseeing various processes; from the RFQ and RFP to contract through award by the Stockton City Council. In addition, Robert drafted and developed the RFP for the design of the intake and pump station project. Post-award, Robert directed and managed all aspects of the two award-winning project elements up to their successful completions. 

The Delta Water Supply Project was a monumental success, winning the prestigious DBIA “Award of Merit” in the Civil Works & Infrastructure category. The cornerstone of the city’s water resources program, this project helped achieve long-term water supply reliability, groundwater recovery, and protection to support continual economic growth and development.

Regional Wastewater Control Facility, City of Stockton

Robert served as Assistant Municipal Utilities Director and project manager for a $150M wastewater treatment plant upgrade. The goal of this project was to address the need for the plant process element replacement to meet stricter regulatory treatment requirements. 

During this project, Robert developed the procurement planning of a progressive design-build project to design and construct a wastewater treatment plant upgrade. He held various duties, some of which included: writing and producing RFQ, RFP, and essential contract documents; leading the project selection committee; negotiating contract terms; and securing project award by the Stockton City Council. 

While working on this project, Robert discovered an opportunity for process collaboration amongst the plant staff, design engineers, and contractors. Thereby, he structured the contract documents in a way that maximized collaboration and balanced risk allocation between the owner and the contractor. As a result, post-award facilitation brought unique, cost-effective project solutions that achieved a balance of capital cost and long-term operational savings.

Robert managed the design effort leading to the 50% design submittal, and subsequently became General Manager of the Stanislaus Regional Water Authority. 

Regional Surface Water Supply Project, Stanislaus Regional Water Authority

Robert currently serves as General Manager of the SRWA and manages this lump-sum, design-build project. The objectives are to secure funding, land acquisition, design, construction, and, ultimately, the operation of the Regional Water Surface Supply Project. This project is currently in the pre-award stage since the completion of a two-step RFQ/RFP procurement based on preliminary design documents.

Project components include: design-build water treatment plant; raw water pump station and pipeline; finished water pipelines to the member agencies; recently-completed pump station wet-well via design-build procurement method.

As this project continues to progress, Robert is exceedingly focused on delivering a cost-effective project that brings value and long-term stability to the two participating agencies.
